Police have arrested 58-year-old Pablo Torres after climbed a cell phone tower in Hialeah.
He used a rope or cloth to help him climb up the tower, and he also appeared to be making phone calls while on the structure, police said.
A police negotiator was brought in, and after several hours Torres climbed back down to safety, police said.
