According to Fox News, during the critical moments as first responding deputies were searching for an active shooter at Marjory Stoneman Douglas high school, a commanding officer on the scene asked the initial responders to "stage" and set up a "perimeter" outside instead of rushing in.

Another source tells FOX News that a few of the responding officers on the scene were frustrated with the orders and were brought to tears.
