Why hasn't Mark Sievers been arrested?

FORT MYERS, FLA.- Hundreds of pages from the State Attorney's Office paint a vividly horrific picture of Dr. Teresa Sievers murder and the role her husband, Mark, may have played in it. 
 
Pages of search warrants and affidavits, including records of cell phone traffic, lead investigators believe Mark Sievers hired Curtis Wayne Wright to murder his wife for life insurance money.
 
Her policies totaled nearly 4 and half million dollars. With so much information now in writing, many are wondering, why hasn't Mark Sievers been arrested? Fox 4 asked former state attorney, Joe D'Alessandro. He is not involved in the case.
 
He said there's a benefit to waiting and making sure they have all the information and evidence they need;
 
"If you jump the gun and charge somebody, you have so many days to do something after that and if you charge someone with murder and you aren't able to prove it in those certain days- you're out of court. you're done, you're bye bye."
 
Bye-bye to the chance of a conviction. He said, right now, Mark is free to do as he pleases as authorities continue to investigate. He explained these things take time;
 
"We live in a society today that's instant gratification, some things take a long time."
